Actually, all ingredients that inhibit the growth of germs are preserving and not only those that exert this function primarily, how it can be interpreted from a regulatory perspective (EC Regulation 1223/2009, Annex V). As a consequence, the claim “preservative-free” does not mean that the formulation has no preserving ingredients. Fortunately, in terms of honesty the cosmetic industry is urged to improve this kind of misleading claiming by a position paper of 2017, issued by an expert team chaired by the European Commission.
